School bus advertising

Every now and again a story comes across my desk that has me puzzled.
Today's example comes from the state of Michigan in the USA.
Ad Age reports that it is illegal for school buses in Michigan to carry advertising.
Fair enough me thinks.
However the ban only applies to the outside of the school bus.
So ads on the bus that the general public can see are a no no.
But ads inside a school bus that are targeted at a captive audience of kids are ok.
Weird.

michigan - the state that brings us the big 3 motor industries, and the highest rate of murder. there's something hinky with the place...
Does it actually say ads are allowed on the inside? Being from the states, I'd have to say that I've never seen a school bus with advertising on the outside that wasn't school related (something like "Hootie the owl says "reading is fun!") if that's classified as advertising.
Also, the insides of these yellow/orange beauties are minimalist to say the least - and not in the nice designer way. Where would they place ads? Stickers on the ceilings? It just doesn't make sense to me. The only writing inside is usually warning stickers, instruction labels and graffiti - I mean they don't even have seat belts...
Unless they've changed a lot recently or Michigan pumps more money into their buses than elsewhere, I don't really see it. But I am often wrong ;oD
Well do you have some samples for school bus advertising. Coz i would like to have some advertisement on my school buses. I hope you 'll have something for me.
